Twinning projects

Twinning was launched in May 1998 as a principal tool of pre-accession assistance for institution building during the EU enlargement process. It aims to help candidate countries in developing modern and efficient administrations with the structures, human resources and management skills needed to implement the ‘acquis communataire’ to the same standards as existing member states. The European Commission has set out guidelines for the Twinning project process in a Twinning manual.

„Support for the Ministry of Agriculture, Forestry and Rural Development (MAFRD) in legislative and policy development and in implementing the Agricultural and Rural Development Programme (ARDP)” (KS/2010/IB/AG01 Twinning Project)

Overall project objective:
To increase the contribution of the agriculture and rural development sector to the economic development and growth in Kosovo.

Project purpose:
To help strengthen administrative structures within the MAFRD and civil society organisations; to formulate and implement the national agriculture and rural development programme in conformity with EU principles and standards.

Component I “Mid-term evaluation of the current ARDP 2007-2013 and preparation the ARDP 2014-2020”

Component II “Strengthen the capability of socio-economic partners (civil society organisations, local action groups, agricultural producer organisations and other stakeholders) for dialogue with MAFRD in programming and implementing the ARDP 2014-2020”

Component III “Further strengthening of ARDP implementing structures (Managing Authority, Paying Unit, Advisory Service, Monitoring Committee)”

„Strengthening of internal audit capacity for execution of audits on CAP” (HR/2009/IB/AG/01TL Twinning Light Project)

Overall project objective:
The overall objective of the project was to support the Republic of Croatia to prepare for the implementation of the Common Agricultural Policy (CAP) after accession to the European Union.

Project purpose:
The project purpose was to strengthen professional potential of Internal Audit Service of Paying Agency for Agriculture, Fisheries and Rural Development in the field of auditing CAP measures, by gaining practical knowledge and advice.
The project was designated with 4 components.

Component 1 “Audit planning” was composed of 2 activities of the following topics:
Activity 1.1. Analysing PAAFRD’s Internal Audit Sector on needed skills and defining resources (in terms of number of auditors, equipment, budget, etc.) needed for smooth execution of 5 years audit plan according to defined audit universe and preparation of report with recommendations on needed resources and auditors skills
Activity 1.2 Preparing training materials and conducting trainings for the PAAFRD internal audit staff on strategic audit planning, including risk assessment and annual planning.

Component 2 is titled as “Auditing CMO measures” with 4 activities as summarized:
Activity 2.1. Preparing training materials and conducting trainings for the Internal Audit staff of PAAFRD on the topics concerning CMO measures regarding relevant EU legislation and defined audit universe including: engagement audit planning, defining control objectives, risk identification and assessment, selection of sample for testing and execution of engagement audits for CMO measures (a) public interventions and private storage, (b) export/import licences, import quota management, export refunds, (c) implementation of production limitation system, and special intervention measures, (d) aid schemes.
Activity 2.2 According to identified control objectives and risks, preparation of audit programs, ICQs and other tools for performing tests (including selection of sample for testing) for auditing of CMO measures concerning: a) public interventions and private storage, b) export/import licenses, import quota management, export refunds, c) implementation of production limitation system, and special intervention measures, d) aid schemes (school milk, school fruit).
Activity 2.3 Performing simulation of audits on sample data by using developed audit programs and ICQs as well as other developed tools for performing tests (including selection of sample for testing) for auditing of CMO measures concerning: a) public interventions and private storage, b) export/import licenses, import quota management, export refunds, c) implementation of production limitation system, and special intervention measures, d) aid schemes (school milk, school fruit). Minimum number of simulations: 4
Activity 2.4 study visit in Hungary on the topic of CMO measures.

Component 3 “Auditing direct support schemes and IACS-related RD measures” consisted of 4 activities of the following topics:
3.1 Preparing training materials and conducting trainings for the Internal Audit staff of PAAFRD on the topics concerning direct support schemes and IACS related RD measures, regarding relevant EU legislation and defined audit universe including: engagement audit planning, defining control objectives, risk identification and assessment, selection of sample for testing and execution of engagement audits.
Activity 3.2. According to identified control objectives and risks, preparation of audit programmes, ICQs and other tools for performing tests (including selection of sample for testing) for auditing of direct support schemes and IACS related RD measures.
Activity 3.3. Performing simulation of audits on sample data by using developed audit programs and ICQs as well as other developed tools for performing tests (including selection of sample for testing) for auditing of direct support schemes and IACS related RD measures. Minimum number of simulations: 2
Activity 3.4 study visit in Hungary on the topic of direct support schemes and IACS-related RD measures.

Component 4 “Auditing RD measures” was composed of 4 activities of the following topics:
Activity 4.1. Preparing training materials and conducting trainings for internal audit staff of PAAFRD on the topics concerning RD measures regarding relevant EU legislation and defined audit universe including: engagement audit planning, defining control objectives, risk identification and assessment, selection of sample for testing and audit execution.
Activity 4.2 According to identified control objectives and risks, preparation of audit programmes, ICQs and other tools for performing tests (including selection of sample for testing) for auditing of RD measures.
Activity 4.3. Performing simulation of audits on sample data by using prepared audit programs and ICQs as well as other tools for performing tests (including selection of sample for testing) for auditing of RD measures. Minimum number of simulations: 2

„Strengthening the capacities of the Republic of Serbia for the absorption of EU Rural Development funds in pre-accession period” (SR/07/IB/AG/01 Twinning Project)

Overall project objective:

To support the sustainable adaptation/harmonization of the MAFWM to the acquis communautaires related to the Common Agricultural Policy (CAP) in order to prepare the Republic of Serbia for the accession to the EU.

Project purpose:

To strengthen the institutional capacities of competent bodies within the Serbian MAFWM in order to implement the Rural Development component of the Instrument for Pre-Accession (IPARD)(Council Regulation No 1085/2006 and No 718/2007).

Component I “IPARD Agency (IA) established in line with the Council Regulation (EC) No 1085/2006, Commission Regulation (EC) No 718/2007 and the IPARD Sectoral Agreement”
IPARD Paying Agency (IA) is accredited or in the process of accreditation for the management of IPARD.

Component II “Setting up the Managing Authority (MA) within the MAFWM in line with Council Regulation (EC) No 1085/2006 and (EC) No 718/2007 and the Sectoral Agreement”

„Preparation for implementation and management of agricultural and rural development policy in Kosovo”

Overall project objective:
To facilitate and to stimulate economic growth in Kosovo by restructuring of the agricultural, food, forestry and rural sectors through development and implementation of reformed agricultural and rural development policies.

Project purpose:
To strengthen the administrative capacity of the MAFRD to undertake short-term sector priorities and market-oriented reforms, including carrying out of the coordination, monitoring and management of rural development funds available through the national ARDP 2007-2013 and future IPA Rural Development Component.

The project was designated with 5 components.

Component 1: Gap- analysis and legislation.
Component 2: Institutional structures and human resources.
Component 3: Administrative procedures and IT.
Component 4: Preparation of a pilot scheme.
Component 5: Training policy making, study visits and internship.

TR2005IBAG01 Twinning Project

“Establishment of an Instrument for Pre-Accession Assistance Rural Development Agency”

Overall project objective:
Strengthening institutional capacity in order to achieve sound and efficient management of EU co-funded rural development measures aimed at increasing the competitiveness of the agri-food sector and supporting the economic revival of rural communities.

Project purpose:
Building on previous assistance, notably the rural development component of the 2004 pre-accession project, to support establishment of an IPA Rural Development Agency and strengthen its administrative capacity.

Component 1: Central and local Offices of IPA Rural Development Agency are established and fully operational
Component 2: Institutional Capacity of MARA, IPA Rural Development Agency and other relevant institutions strengthened.
